On January 1, 2000 a new California law known as SB1418 authorized non-lawyers to prepare legal documents for public doing their own legal procedures and representing themselves before California courts. 

Legal Document Assistants are those who for compensation assist the public in filing legal papers for any self-help service for members of the public who are representing themselves in a legal matter.
Legal Document Assistant registration is required in each county where the services are performed.

The law authorizes a Legal Document Assistant to:

Produce and distribute, to the clients that are representing themselves in a legal matter before California court, the legal materials that have been published;
Self-help, prepare and filing the clients’ legal documents under the direction and instruction of their clients;
File the clients’ legal documents in the appropriate courts.

Under California law, any non-attorney offering legal document assistant preparation services to consumers must obtain a $25,000 bond and register as a legal document assistant with the County that is offering the services.
